Each of the core ODP skills aligns to one of four levels of proficiency and are indicated on our role profiles so you understand how each skill develops. The proficiency levels are aligned with the Government Skills and Curriculum Unit skills taxonomy. They describe the minimum levels of knowledge, experience, behaviour and learning expected.
The four levels are defined as in the table below.
Knowledge
Awareness
Has a basic knowledge and capability to apply the skills with some or limited support and guidance.
Working
Actively applies knowledge and skills across a broad range of settings.
Practitioner
Has an in-depth knowledge and understanding of the skills, applying them across the majority of complex work areas.
Expert
Considered an expert or a role model who consistently demonstrates the skills applying them across a diverse range of new and complex scenarios.
Skill
Awareness
Is working towards applying the skills more consistently across a range of straightforward scenarios to work more independently.
Working
Works confidently and independently in more complex scenarios, seeking minimal support where necessary.
Practitioner
Skilfully adapts approach in different and unique settings, working independently, sharing knowledge and expertise with others and facilitating their learning and development.
Expert
Takes responsibility for the wider learning of others by championing the development of others.
As well as needing to demonstrate the skill levels above when you move into SCS the skill level expectations are as follows:
Awareness
As you move into the SCS, there is an expectation that you already have an awareness of all ODP core skills and therefore the minimum expectation is that you would be at Working Level
Working
Newer to role, delivers key services such as direction setting well and understands the importance of setting the agenda for their area.
Practitioner
Has more established experience and is able to demonstrate their influence in shaping delivery and direction beyond their immediate area.
Expert
Exceeds expectations, able to demonstrate impact across the profession and beyond, demonstrating complete leadership.
Learning
Awareness
Engages with formal and informal learning to develop skills.
Working
Has a structured plan to consolidate and develop their skills further, progression is often aligned to a professional body.
Practitioner
Sets learning and development that stretches them professionally, benchmarking themselves alongside peers.
Expert
Has aligned learning, development and CPD to peers and /or a professional body.
